The major provincial projects in 2020 are hereby issued to you and the following work requirements are put forward:

1. enhance ideological understanding. Fully understand the significance of major provincial projects for cultivating a modern industrial system, promoting stable investment growth, accelerating the conversion of new and old kinetic energy, and achieving high-quality development, effectively enhance the sense of responsibility and initiative, implement the deployment requirements of the "Key Work Year", and strive to improve the "four The construction level of a batch of" projects has promoted the acceleration of the implementation of major provincial projects.

2. and improve the promotion mechanism. Strengthen the organization and leadership of the construction of major projects in the province, and improve the coordination service guarantee mechanism. We should improve the classified promotion mechanism, scientifically organize the construction of continued projects, complete and put into use as soon as possible, and give full play to the benefits; new projects should actively implement the construction conditions, speed up the relevant procedures, start construction as soon as possible, and form a physical workload; the preparation of the project should speed up the preliminary work and promote the implementation of the project as soon as possible. The project unit must improve the management system, clarify the project objectives, tasks and time nodes, strengthen environmental protection, strengthen safety supervision, strict quality control, and promote project construction in accordance with laws and regulations.

3. strengthen policy support. It is necessary to improve the mechanism of "elements follow the project", further gather and innovate various support policies, and optimize the construction environment of major projects. Establish a green channel for project approval, and efficiently do a good job in planning and site selection, land use, environmental assessment, energy assessment, project approval and other approval services. Implementation of major project construction land targets, solve demolition problems, to ensure land supply. We will deepen the cooperation mechanism between government, banks and enterprises, strengthen the docking with new and old kinetic energy conversion funds and financial institutions, and broaden financing channels.

4. strengthen dispatching supervision. It is necessary to improve the project promotion problem consultation and resolution and the "five one" scheduling and promotion mechanism, fully grasp the progress of the project, and promptly study and propose targeted measures in response to the difficulties and problems that restrict project construction. Intensify supervision and inspection, do a good job in the implementation of work, and adopt methods such as notifications and interviews to promote construction and promotion. Strengthen the follow-up and efficiency, earnestly implement the requirements of dynamic adjustment of the project, make an adjustment in the middle of the year for the construction project, and prepare the project to be adjusted on a quarterly basis.
