According to the Provincial Party Committee and the General Office of the Provincial Government "Shandong Provincial Energy Bureau Responsibility Allocation, Internal Institutions and Staffing Regulations" (Lu Ting Zi [2019] No. 36), combined with the Provincial Energy Bureau "2019 Provincial Energy Work Guidance" (Lu Energy Office [2019] No. 15), we are now soliciting a batch of key new technologies, new products and new equipment in the energy field. Relevant matters are notified as follows.
General 1. requirements
We will thoroughly implement Xi Jinping's thinking on socialism with Chinese characteristics in the new era, promote the revolution in energy production and consumption, and revolve around the goal of "developing green energy and helping the conversion of kinetic energy." in accordance with the overall idea of "application and promotion, demonstration and experiment, and focus on tackling key problems." establish a technological innovation system with enterprises as the main body, market-oriented, and deep integration of industry, university and research, accelerate the research and development, industrialization demonstration, promotion and application of key new technologies, new products, and new equipment in the energy field, promote the conservation and intensive use of energy resources, enhance the modernization level and market competitiveness of the energy industry, and build a clean, low-carbon, safe and efficient energy system Provide technical support.
Scope of 2. solicitation
1. Traditional energy field. In-depth exploration and development of fossil energy, clean and efficient utilization, clean fuel processing and conversion, clean coal-fired power generation, etc.
2. New and renewable sources of energy. In-depth development and utilization of solar energy, biomass energy, geothermal energy, air energy, ocean energy, wind energy, etc., a high proportion of renewable energy is connected to the grid and transmission, energy storage, "Internet smart energy" and microgrids.
Strategic energy sector. Nuclear power fuel, construction, operation and life extension, high clean, high energy density special oil products, hydrogen energy and fuel cells, superconducting transmission, natural gas hydrate, deep sea and unconventional oil and gas, etc.
4. Energy-based materials. High temperature materials, battery materials, catalyst materials, new power electronic devices, etc.
5. Other areas. It is suitable for coal, refining, coking, electric power and other industries, with advanced technology, remarkable energy saving effect and economically feasible new technologies, products and equipment.
Application of 3. results
1. Application promotion class. The technology is advanced and mature, there is demand, there is a market, there are successful typical cases, can be widely promoted and applied. Select a batch of key technologies, products and equipment to be included in the province's energy field promotion catalog, carry out key promotion and promotion, and actively recommend to relevant state departments.
2. Demonstration test class. There is a certain accumulation of technology, products and equipment that can be digested, absorbed and re-innovated, but the process route, economy and market acceptability need to be tested in practice. Select a batch of demonstration projects of key technologies, products and equipment in the energy field of the province, give support on the basis of merit, and speed up the pace of industrialization.
3. Focus on tackling key problems. It is a technical problem that enterprises urgently need to solve, especially in the conversion of new and old kinetic energy and green development. Select a number of key scientific and technological innovation plans to be included in the province's energy sector, give support on the basis of merit, and focus on breakthroughs.
4. relevant requirements
The subject of the declaration should be an independent legal entity, and the declared technology, products and equipment should be technologically mature, advanced and applicable or able to reflect the needs of the energy field; the economic, ecological and social benefits are significant, the application range is wide, and the promotion potential is great. All units are requested to fill in the "Application Form for Key Technologies, Products and Equipment of Shandong Province" (Attachments 1, 2 and 3) and brief introduction of key energy-saving technologies, products and equipment (Attachment 5) carefully, and provide relevant certification materials. After the municipal energy authorities, provincial units, and relevant industry associations (societies) organize screening, fill in the "Summary of Key Technologies, Products and Equipment of Shandong Province" (Annex 4) and submit it to the Provincial Energy Bureau. The Provincial Energy Bureau will organize experts to conduct a centralized review of the key technologies, products and equipment collected. All municipal energy authorities, provincial units and relevant industry associations (societies) are requested to submit written materials in duplicate and electronic version (CD-ROMs need to be engraved) to the Energy Conservation and Science and Technology Equipment Department of the Provincial Energy Bureau before April 26.
